Learning for the Future: Neighborhood Renewal through Adult and Community Learning. A Guide for Local Authorities.

This guide is intended to assist managers within England's local authority adult and community education services in supporting neighborhood renewal through adult and community learning (ACL). The guide's overall aim is to promote the skills, knowledge, and understanding that underpin the following items: (1) identification and development of learning opportunities for adults in activities provided for adults by the range of local authority departments; (2) effective partnerships working between local education authority staff and those in other departments and district councils to support outreach, curriculum development, quality assurance, and progression arrangements; (3) effective partnerships between local authorities and other organizations and services; and (4) transfer of effective practice through case studies drawn from a range of (largely) local authority initiatives. Sections A-F discuss the following topics: (1) learning and neighborhood renewal; (2) partnerships; (3) funding (local strategic partnerships, social enterprise, funding sources); (4) getting started (staff selection, training and development, and support); (5) developing learning (making contact with learners; barriers to learning; curriculum development; progress and progression); and (6) targets, outcomes, and evaluation (quality improvement; adult and community learning practice). The following items are appended: 30 ideas for neighborhood renewal; a list of authorities eligible for neighborhood renewal funds; the Neighborhood Renewal Unit's action plan and learning framework; and relevant legislation.
