The Application of Distance Teaching to Training in Labour Administration: The Caribbean Experience.

This presentation describes a collaborative distance education project between the University of the West Indies (UWI) and the Caribbean Labor Administration Center (CLAC) which resulted in CLAC using the UWI Distance Teaching Enterprise (UWIDITE) network to offer a training course for labor administrators in the Caribbean region. In addition, UWI offered a one year fulltime certificate course in Labor Administration. Three different courses were offered by CLAC over 3 years: Labor Inspection; Employment Service Operations; and Conciliation Methods and Techniques. This presentation begins by providing background information on the 21 countries served by CLAC. It then addresses the need for training of labor administrators; CLAC's partnership with the University of West Indies; UWIDITE--a telecommunications network consisting of slow scan television, telewriter, and teleconferencing facilities; the comparative cost of these distance courses and the traditional seminar format; and technical preparation for the use of UWIDITE. A recounting of some of the experiences of the CLAC with distance education courses concludes the paper. (ALF)
