Tonomundo: A Public-Private Partnership in Education in Brazil

The main obstacle for public-private partnerships in their efforts to improve educational quality in Brazil remains implementation -despite, in many cases, extensive support from government officials, educators, and private industry. The challenge of implementing such programs has received little attention from scholars and policy makers. This study addresses this problem by analyzing two Brazilian schools that faced difficult issues while implementing a program, but could somehow achieve interesting results. Data from observations, interviews, surveys, and official documents indicate that each of the schools received additional resources and teacher training and that teachers and students had a positive opinion about the program and its related activities. Throughout the dissertation, I describe how and why complex problems and the lack of appropriate response damaged the partnership's implementation, as well as how diverse solutions were planned and put into action. Finally, I distill lessons learned about the possibilities of public-:private educational partnerships in developing countries and the use of informatioin and communication technologies in similar initiatives.
