The proceedings of a six-week course designed to help foreign service information officers and domestic employees understand and follow the principles that are most effective in communicating across cultural barriers and national boundaries are contained in this report. Topics covered in the course are presented in abstract and working paper form and include the following: basic concepts and models of intercultural communication, public diplomacy, design and conduct of field research, the culture concept, culture and communication, contrasting value systems in industrial and nonindustrial societies, contrasting bases for verbal communication in Eastern and Western societies, the importance of public opinion in the conduct of foreign policy, the role of nonverbal communication, theories of language, multicultural audience reaction, and mass media. The report also contains selected book reviews by course participants and an evaluation of the course. (FL)
