This guide is intended for higher education institutions in England that are about to embark on student residential accommodation projects. It focuses on procurements under the Private Financial Initiative (PFI), a form of Public Private Partnership in the United Kingdom, but other approaches are considered. The guide draws on good practices from some arrangements that have already been made. The guide begins by setting out the background to PFI and then looks at the relationship between risk transfer and value for money. It examines how a PFU project might be structured and, where a PFI approach is not feasible, considers other approaches. The next section looks in more detail at risk transfer and value for money in relation to the principal risks inherent in a student accommodation project. Other sections examine the property issues involved, and at other issues related to student accommodation schemes. and at other issues that are specific to student accommodation schemes and which have arisen in the projects completed to date. Annex A considers guidance from a taskforce related to student accommodation projects, and Annex B lists some related guidance. (SLD)
