An Interview with Marcia McCaffrey about the Core Arts Standards: Implications for Arts Teacher Evaluation

This article reports on an interview with Marcia McCaffrey, the state arts consultant for the New Hampshire Department of Education and current president of the State Education Agency Directors of Arts Education (SEADAE). The discussion revolved around how the new arts standards may interact with evolving structures of arts teacher evaluation around the country, and also included discussions regarding the potential evaluation uses for cornerstone assessments, implementation timelines for both the standards and teacher evaluation systems, and other issues related to this important topic. Perhaps the most salient points of Ms. McCaffrey's discussion focused on the interaction between the new arts standards and the implementation of teacher evaluation systems. As she pointed out, the two movements have different timelines and purposes, but they are entwined in important ways. Arts teachers are evaluated based in part on their effectiveness at delivering curriculum, which can be shaped by national and state standards. Ms. McCaffrey added that it would be crucial to follow whether arts teachers are given time to adjust their practices before evaluations become high stakes, as these assessments are meant to provide models and examples of how the standards can be "unpacked" into tangible forms. Like the standards, they are general enough to be implemented in myriad ways, however it remains to be seen how they will function in the context of high-stakes teacher evaluation.
