The Study of Bureaucracy in Urban Education: Bill Boyd on the Organizational Dynamics of Large-City School Systems

William Lowe Boyd's extraordinarily wide scope of intellectual interests is well represented in a rich mix of publications and presentations during his career. His work ranges from analyses of choice in education to matters of productivity, children's services, comparative school reform, educational leadership, school-community relations, curricular politics, site-level restructuring, competing values in school reform, national and state politics, and of course urban schooling. Of special interest among his publications were research questions around school district decentralization, outcomes/performance, resource allocation, services delivery, markets/choice, site-level reform, at-risk schools and children, managerial incentive structures, the organizational hierarchy, and the politics plus promise of urban school reform generally. This article presents a review of William Boyd's scholarship that sets the stage for the central theme of this article: Just what continuing impacts do Bill Boyd's collective writings provide today on the topics of organizational analysis and especially the organization of urban school districts? How modern is he at a time of vast change over the past few decades in the organization and political economies of urban education across the United States? The author draws next on some central themes of organizational analysis from the works of Bill Boyd to suggest that such a refocusing of interest is indeed worthwhile.
