The Senate Select Committee on Indian Affairs conducted a November 26, 1979, hearing regarding proposed amendment S. 1855 to the Tribally Controlled Community Colleges Assistance Act (PL 95-471), which would increase the authorization level for technical assistance grants from $3.2 million in fiscal 1981 and 1982 to $10 million for each year. At least 15 such colleges were on record as needing technical assistance, available only to accredited institutions of higher education, to bring them up to standards required for accreditation. Witnesses representing Dull Knife Memorial College and the American Indian Higher Education Consortium spoke in support of the amendment. The Bureau of Indian Affairs representative opposed the amendment as an unnecessary and disproportionately large increase in appropriations. The committee discussed changing the legal definition of a tribally controlled community college so that technical assistance funds could be available for postsecondary educational opportunities.
