Adult Learning by Choice. Results of the CET LEARNING LINKS Project.

The LEARNING LINKS project was undertaken to expand opportunities for adult learning in nonformal, noneducational settings. It had the following three broad aims: stimulate student-negotiated learning, stimulate and support informal adult learning, and test the usefulness of microcomputers in an information service for adults. Over a period of 2 years, four LEARNING LINKS centers were established (two in England and one each in Scotland and Ireland). The four centers were all still operational at the end of the development phase in March 1986, and all appeared to be doing well. At the local level, effective collaboration between agencies proved to be central to the centers' success. In some instances, the project provided a catalytic forum for bringing together community groups and statutory and community agencies in a common cause. The experiences in the area of developing a microcomputer information service indicated that microcomputers do indeed have potential for use in LEARNING LINKS-type work, particularly in the areas of data bases, self-assessment and guidance programs, and microcomputer networks. (This report includes thematic papers on the LEARNING LINKS project and procedures for developing similar programs; case studies of the four LEARNING LINKS Centers; six technical reports on the project; and appendixes containing sample flowcharts and printouts from the microcomputer information service, a discussion of the design philosophy and methodology of the course, and the perspectives of the project's software writer regarding development of a LEARNING LINKS-type information service.)
