The Division of PA Teacher Certification and Its Impact on Teacher Hiring

In 2008, the Pennsylvania Department of Education enacted Chapter 49-2 which divided the certified grade spans of Elementary Teachers. This dissertation addresses the question of how the change of PA Teacher Certifications, known as Chapter 49-2, has affected the selecting, interviewing, and hiring process for administrators. A problem was identified with an 85/15 divide of undergraduate students obtaining the Early Childhood Education Certification, as compared to students obtaining the Elementary/Middle level certification. This ultimately presented administrators with a limited pool of qualified teacher candidates in grades five and six. A mixed methods study was completed. The quantitative study consisted of a survey being sent to building level administrators in districts in Intermediate Units 20 and 22, approved by superintendents. The qualitative component of the study was comprised of building level administrators who were asked questions to determine the impact this certification change has had. The data was triangulated resulting in three trends, the lack of flexibility of teachers within buildings, the limited increase in content knowledge and knowledge of development of new teachers, and the benefits of the add-on certificate released by the Pennsylvania Department of Education in August of 2016.
