North Carolina State Plan for Technical Assistance and Energy Conservation Measures: Grant Programs for Schools and Hospitals and for Buildings Owned by Units of Local Government and Public Care Institutions.

State guidelines for grant applications that follow the regulations of the National Energy Conservation Policy Act of 1978 are presented for North Carolina institutions. Among the 17 procedures spelled out in detail are several that concern eligible institutions' involvement in the development of the state plan, notification of the plan, and submittal of grant applications. Other procedures concern the evaluation of preliminary energy audits and grant applications; funding and the equitable allocation of funds; and assurance that assistance will supplement, not supplant, other funds. Compliance regulations are directed toward nonfederally funded energy audits and technical assistance programs. Other regulations encourage the utilization of solar resource measures and state the qualifications for technical assistance analysts. Finally, procedures are set forth for state management, financial auditing, monitoring, and evaluation. A total of eight tables and forms are also included in the guide. The appendices contain lists of relevant committees, agencies, and associations; a preliminary energy audit form for hospitals and public care facilities; and a ranking of North Carolina counties by wealth and local support for schools.
