The five sections in this loose-leaf binder are intended to provide Wisconsin school board members with information necessary for decision-making on the problem of declining enrollment. Section 1 contains information about the extent of the problem and summarizes recent trends in population and school enrollments in the nation and the state. Section 2 deals with school closings and describes matters that should be included in planning for closure. Comments made by 19 school district officials on the impact of closures and the criteria used by five school districts in making the decision to close are listed. Section 3 discusses educational alternatives to school closing. Among these are magnet schools, year-round schools, the campus plan, the Princeton plan, and educational parks. Community-use alternatives for surplus space described in section 4 are leasing, interdistrict sharing, and public agency use. Section 5 concerns the related problem of reducing the size of the staff. Early retirement incentive plans, long-term leaves, and the shift of full-time staff to part-time appointments are evaluated.
