Report on the Integrated Service Team Project for the W. K. Kellogg Foundation.

The Community College of Vermont (CCV) initiated a three-year Integrated Service Team (IST) Project to develop, test, and evaluate a model for learner needs assessment that incorporated institutional collaboration among postsecondary institutions in Vermont. Graduate student interns and faculty representatives from state and community colleges formed teams with CCV staff to plan and carry out activities in various regions of the state. Activities were developed in five broad categories: (1) assessment, e.g., student and community needs questionnaires and profiles; (2) planning, e.g., developing program objectives and criteria, recruiting instructors, and arranging for class materials and locations; (3) development and support, e.g., conducting teacher orientation and training workshops, designing teaching materials and handbooks, and assisting with course evaluation; (4) outreach, e.g., participating in community events and publicizing campus activities; and (5) staff development, e.g., instructor training and evaluation. The project report describes specific accomplishments of various IST's in these categories and in areas of instructional development, responsive education, faculty and administrative collaboration, and an intern program in which graduate students assisted the regional teams. Additionally, project impacts are examined and a model for dissemination is presented. (DR)
