This handbook provides information about interagency collaboration and educational partnerships in rural New York to service providers, planners, and policymakers. A survey identified 52 existing collaborative programs involving approximately 190 New York school districts and 100 nondistrict agencies and examined size and configuration of collaborations, objectives, services provided, funding sources, evaluation methods, and problems. A literature review discusses costs and benefits of collaboration. A "how-to" section summarizes legal and institutional considerations, resources in New York State, barriers to collaboration, variables that shape partnerships, and tips for starting and sustaining collaborative ventures. The 52 identified collaborations are listed alphabetically and according to the following categories: (1) disabilities and special education; (2) health and nutrition; (3) youth at risk; (4) substance abuse; (5) adolescent pregnancy; (6) early intervention; (7) vocational education; and (8) other. Program descriptions include the program title, counties involved, start-up year, partners, target audience, program needs, goals, outcomes, activities, resources, collaboration benefits, organizational barriers, contact persons, and descriptors (which are indexed).
