Development and Implementation of the Post-Vietnam Era Veterans' Educational Assistance Act of 1977.

In terminating the GI Bill, Congress provided an alternative benefit to military personnel by passing Public Law 94-502, the Post-Vietnam Era Veterans' Educational Assistance Act of 1977 (VEAP). The purpose of VEAP was to provide educational assistance to men and women entering the armed services after termination of the GI Bill, to assist young men and women in obtaining an education they might not otherwise be able to afford, and to promote and assist the all-volunteer military program by attracting qualified men and women to serve in the armed forces. The purposes of the practicum reported here were to: (1) implement VEAP by January 1, 1977 as required; (2) provide a design by which all prospective enlistees would be informed of VEAP; (3) have a 10 percent participation rate; (4) establish an evaluation procedure for the program; and (5) counsel all soldiers on VEAP and other educational opportunities within 30 days after their arrival at their first duty station, 10 months after entry into the Army and annually thereafter, and 30 days before separation from the Army.
