This report summarizes the fact finding and recommendations of almost 8,000 people in Illinois who participated in preparing for the 1970 White House Conference on Children and Youth. It assesses the needs and opportunities available for the youth of Illinois, notes the gains achieved over the last decade, and makes recommendations for the gaps and problems with which we need to deal. The report is divided into the following four sections: (1) Delivery of Services which deals with the broader philosophy, problems, and priorities relating to the ways agencies and institutions reach and help young people; (2) Youths Role in Society which is concerned with youths quest for identity; (3) The Family Unit which focuses on the conservation of the family as a nature base; and (4) The Collaborative Role of Agencies in the Education Process.
