This report, one of several companion reports to the publication entitled, "A General Report," is concerned with analysis of a study of school finance in North Dakota. It contains position papers, data, and data treatment on which the general report was based, covering the following topics: property assessment, meshing state and federal finance laws (disparity and wealth neutrality), construction of school buildings and facilities, and severance taxes and their relation to educational finance.
