This handbook for construction project planning was developed to be used by the Oregon Department of Education to evaluate existing facilities and determine the projected needs for each of the community college districts. Each college district's eligibility for state participation in funding is based on a Basic Space Need (BSN) which is the square footage as determined by state-approved standards. Elements in this overall Construction Assistance Plan (CAP) include: (1) determining space eligibility based on enrollment projections, types of building blocks (e.g., classrooms, labs, learning centers), basic space need, and space eligible for funding (the result of subtracting available space from basic space need); (2) developing applications for construction based on ranking of projects, exceptional space need considerations, and estimation of available capital funds as outlined by project planning guidelines which focus on limits of state aid, and new construction, facility purchase, equipment, and other costs; and (3) developing the capital budget request through ranking of eligible projects and recommendation of the capital budget request to the state board by the state superintendent. Appendices contain state board guidelines, enrollment projection methodology, space classification, space norms, project application guidelines, procedure for ranking projects, and long-range planning considerations.
