Safe Rides: A Controlled Investigation in Two Major California Cities.

This study was designed to examine the community impact from introducing free alternative transportation for the drunk/drugged driver in two California cities. Baseline data were obtained in February of 1988 from 1,522 bar and nightclub patrons in Sacramento and San Jose, California. Over one-half of the respondents had consumed alcohol before completing the brief questionnaire. Respondents classified as moderate, moderate-heavy, and heavy drinkers (N=1,173) were identified as high-risk subjects. The major findings showed that drinking and driving were commonplace, as was riding with intoxicated motorists, in spite of the perceived unacceptability of this practice. The police were not seen as a particularly strong deterrent to the majority of respondents. If free alternative transportation were available for the intoxicated driver, however, 85% of respondents said they "might" to "definitely" would use the service. Heavy drinkers reported more drinking and driving and riding with drunk drivers than did those who typically consumed less alcohol. The heavy drinkers were also the most likely to report that they would use a Safe Rides service if available. Attitudes and behavior changes regarding drinking/drug use and driving in these two California communities will be closely monitored over the next two years, along with an ongoing detailed content analysis of daily newspapers from both cities to control for differential media, weather, and traffic incident effects.
