The purpose of the document is to identify ways in which National Crime Survey (NCS) data can be used by criminal justice researchers and programs. The report provides an overview of the Application of Victimization Survey Results Project, describes the analytic reports compiled by the project staff, and cites the kinds of systematic information the data can provide. The victimization research project is funded by the National Criminal Justice Information and Statistics Service of the Law Enforcement Assistance Administration. The major objective of the project is to examine those data generated by the National Crime Survey which are particularly relevant for criminal justice programs. Information which has been particularly useful to the criminal justice community relates to topics such as attitudes toward the police, fear of criminal victimization, characteristics of victims and offenders, consequences of crimes to victims, the failure of victims to report crimes to the police, and reasons given by victims for not notifying the police. The document relates the historical roots of victimization, surveys census pilot studies, provides an overview of National Crime Surveys conducted since 1973, discusses availability and analyses of NCS data, and outlines an ongoing study dealing with attitudes of 12- and 13-year-old interviewees toward victimization. The conclusion is that NCS does provide a major new source of data about certain types of crime: rape, robbery, assault, burglary, larceny, and vehicle theft. This new information should contribute significantly to answering planning and research questions that have been unanswerable due to lack of suitable data.
