Tthe Impact of Declining Resources on the Fiscal Operations of a Two-Year Technical College

Wisconsin state aid funding to the Technical College Districts decreased 30% in the fiscal year 2011-2012. At Northcentral Technical College (NTC), this reduction decreased state aid revenue from $6.8 million in fiscal year 2010-2011 to $4.7 million in fiscal year 2011-2012. This quantitative study analyzed the impact of declining state resources on the fiscal operations of NTC, a two-year mid-sized technical college in Wisconsin. The fiscal analysis addressed the relationship between the number of full time equivalent (FTE) employees at NTC and the state aid revenue provided to the technical college by the Wisconsin state budget, the property tax revenue levied by the technical college, the tuition and fees revenue, and the number of FTE students enrolled. The study also described how NTC implemented multiple budget-balancing initiatives during fiscal year 2012-2013 and the impact of these strategic initiatives on the variables in the study. In the face of state resource decline, and decreasing property valuations, these strategic budgeting initiatives focused on reductions in college expenditures while attempting to minimize the impact on the College's ability to provide instruction and services to students. Other state funded colleges and universities throughout the United States may wish to implement similar strategic budget-balancing initiatives to realize the same fiscal benefit and assist in balancing both state and college budgets.
