Reflections on the Draft National Educational Technology Plan 2010: Foundations for Transformation

This article provides personal reflections about aspects of the draft "National Educational Technology Plan 2010". Its focus is on ideas in the Plan that could be foundational for transforming our industrial-era schooling system. In sharing these thoughts, the author is speaking only for himself: they do not necessarily reflect the discussions or conclusions of other people and organizations involved in formulating the draft Plan. Given the author's goal of redesigning today's schools and colleges to a new 21st century model of formal education that would support people's learning across their entire lifespan, this article describes ideas in the NETP that could serve as foundations for this shift. The aim of the author is to engage readers in a similar process: examining the NETP in detail, highlighting the goals considered most useful, then constructing a structure for K-20 formal education (evolutionary or transformative) capable of attaining these objectives.
