Low-income students are now a majority in U.S. public schools. Steve Suitts, formerly of the Southern Education Foundation, reviews statistics showing that the percentage of students in K-12 schools coming from low-income families has increased to 52 percent. Meanwhile, state funding for K-12 schools has increased much more modestly, so that growth in the number of low-income students has outstripped growth in per-pupil spending. Suitts points out that research has shown what schools should provide to give low-income kids a chance of success--things like tutoring, adequate counseling, extended school time, and more preventive health care. States and districts have enacted a few of these reforms piecemeal, but never as a package, probably because funding has been an obstacle. Yet the nation could find the funds, Suitts asserts, if there were a public will to do what it takes to give poor students--now a majority of students in the U.S.--the supports they need to do well in school.
