The program review guide provides a framework and a source of reference for the monitoring staff of the New York State Education Department's Office for Education of Children with Handicapping Conditions. The manual simultaneously provides a means for school districts, the Boards of Cooperative Educational Services, and other agencies to monitor their own programs for compliance with all state and federal requirements for the provision of special education programs and services for children with handicapping conditions. This manual includes site visit procedures, a sample letter notifying the site of a scheduled visit, descriptions of information requested prior to site visit, entrance interview procedures, program review procedures, samples of data collection forms, and the final report format. The final report covers board of education responsibilities, policies and procedures on issuing diplomas and certificates, appointment of Committees on Special Education, referral and placement procedures, individualized education programs, and provision of appropriate services.
