Reviews books by S. Modgil and R. Willey on racial inequality and multicultural education. Suggests tentative changes in the analytic framework in which multicultural issues are placed. Concludes by saying the books ignore the real problems of racial inequality and fail to answer the urgent issues at hand. (BR)
