School Leadership Preparation Programs: Are They Preparing Tomorrow's Leaders?

ProblemThere is a growing discussion focusing on applicability of school leadership training programs. Improvement efforts have been mixed. The Interstate School Leaders Licensure Consortium (ISSLC) developed Standards for School Leaders. Yet, development and adoption of standards without systemic review of practices yield little significant change.MethodPracticing school leaders (e.g. principals, supervisors, and superintendents) were interviewed to determine frequency of practice and preparedness related to ISLLC Standards. One meant they never completed that practice while five meant they always completed the practice. Respondents also rated the effectiveness of their training programs. Respondents were divided into two groups, Morehead State University (MSU) and non-Morehead State University graduates.ResultsRespondents added to the credence of the national debate pertaining to the effectiveness of leadership preparation programs. While national standards seem to provide an accurate description of a leader's daily activity, the preparation provided to meet those activities seems to be lacking.ConclusionsA systemic overhaul must occur in leadership preparation programs. Formation of stronger ties between public education and universities, providing authentic and on-going school-based experiences, and less emphasis on management and more emphasis on instructional leadership will provide much of the framework around which leadership programs must be built.
