A study of community dissatisfaction with schools in districts experiencing labor conflicts provided information supporting modification and elaboration of the dissatisfaction theory of school governance. Data from the Phi Delta Kappa Commission on Public Confidence in Education indicate that "high-confidence" schools make greater use of marketing and public relations strategies.
