Argues that the Florida Teacher Certification Examination is culturally, linguistically, and philosophically biased against minorities. Suggested alternatives to testing are implementation of knowledge about effective schools, teacher workshops on effective techniques and attitudes for teaching nonachievers, and improved early education.
