One State's Use of Prior Learning Assessment to Augment Its Workforce Development Agenda

In 2008, the Tennessee Higher Education Commission (THEC) formed a special committee to make recommendations to increase the educational attainment of Tennessee adults. Called the Making Opportunity Affordable-Tennessee (MOA-TN) Adult Strategies Group, the new committee was convened with 23 higher education officials from across the state with expertise in adult learning. The MOA-TN Adult Strategies Group began the process of creating a comprehensive statewide policy for adult students. The group identified obstacles impeding adult students completing their degrees; reviewed data on adult students; discussed best practices from across the Southern region; drafted a proposal for a Tennessee statewide Adult Degree Completion Program; and recommended several policies to improve the enrollment, retention, and graduation rates of adult learners (Adult Strategies Group, 2009). This article covers the numerous steps involved in making workforce development a part of the state of Tennessee's educational agenda and ensuring institutions within the state make a priority of helping all students graduate with the appropriate credentials.
