This Policy Briefing Note questions the Office for Budget Responsibility's (OBR's) predictions of future student numbers. OBR's forecasts feed into the country's economic planning on things like levels of borrowing, which in turn affects the room for manoeuvre that policymakers feel they have. This Policy Briefing Note provides examples of OBR's projections and the inconsistencies that result from how OBR uses data based on the "flow" of new entrants to higher education.
