Based on survey data on North Carolina schools in 1984-85 and on site visits and interviews in selected schools, leadership and commitment of policymakers and educators are found to be as important as demographic and financial characteristics of school districts for providing computer access and appropriate uses. Describes a study investigating extent to which 11 media were utilized by teachers in general, and at elementary, middle, and high school levels in Fort Worth, Texas, public schools.
