North Carolina has become the first state to require all students to prove their residency status through a thirdparty process when applying for college and financial assistance. NC Residency Determination Service (RDS) has taken the responsibilities from individual institutions to determine whether a student's residency status is in state or out of state (N.C. S.L. 2015-241). This article focuses specifically on the North Carolina Community College (NCCC) System and how the implementation of RDS has affected applications to the local community college from students attending two rural high schools.
