Higher education has a crucial role in developing active citizenship within students. Even though active citizenship skills and competencies have been identified as essential life skills for Europe there is very little progress to date in establishing measures or indicators as to how this might be accomplished. This study provides the first data regarding the readiness of Eastern European undergraduate students to engage in citizen behaviors. Grounded in the theoretical measures of the Social Change Model of Leadership Development (HERI, 1996), the study was conducted at a unique private Christian liberal arts university located in Lithuania. Data identifying aspects of the university experience that contribute to the development of active citizenship are provided. Results, limitations, and discussion regarding the implications for higher education are also explored. (Contains 3 tables and 1 figure.)
