Developing a pay-for-performance plan is deceptively difficult because pay is one-dimensional while human behavior is multidimensional. In designing a plan, it is necessary to define precisely the aspects of peformance to be evaluated, set acceptable performance levels and fair standards, and ensure that evaluation is impartial.
