Increasingly, school districts, states, and teachers' unions are advancing evaluation reform through legislation and by negotiating changes to collective bargaining agreements. This has compelled education leaders and policy makers to grapple with difficult issues that have received lip service in the past: How can they help all teachers reach their full potential? How can they ensure that teachers love their jobs, so that the best want to keep teaching? How can they address consistently ineffective teaching fairly but decisively? In order to address any of these issues, education leaders and policy makers need to have better teacher evaluation systems. The next several years represent a golden opportunity to create better evaluation systems: Teacher Evaluation 2.0. Inspired by the federal Race to the Top competition, states and districts have begun to revamp outdated evaluation systems. This article aims to provide a blueprint for rigorous, fair, and credible teacher evaluation systems centered on student outcomes. It discusses guiding principles and the flaws of the current evaluation systems and proposes six design standards that a teacher evaluation system must meet. These standards are interdependent; each is critical to ensuring that evaluations meet the needs of teachers, school leaders, and students.
