The Impact of State Authorization Regulations on a Statewide Community College System

This concurrent mixed methods study revealed the impacts of the Title IV, Federal Regulation, State Authorization (SA), on a statewide community college system, with regard to staffing, establishment of local processes, obtainment of authorizations, fiscal resources, and student enrollment. The study takes place within the California community college system, which consists of 113 colleges. The findings indicate, that just as happened nationally when SA compliance first became an area of concern, colleges with the system opted to close their virtual doors versus take on full compliance (obtaining authorizations where currently serving online students). Based on the results of the study, it is recommended that as the statewide system embarks upon its Online Educational Initiative (OEI), it remains cognizant of the need to participate with the State Authorization Reciprocity Agreements so that it can re-open its closed virtual doors. In closing, as it has done so in the past, the California community college system should take the leadership role when it comes to innovating and creating a space where higher education for everyone, is accessible, despite the regulatory environment. In regard to SA, the system should support colleges with; designating staff and appropriate funding to support SA efforts, designating the responsible entity for compliance, streamline processes, and re-engage students virtually as a means to address the National Completion Agenda.
