States Create Low-Cost Loan Programs to Help Middle Class Pay for College.
Blumenstyk, Goldie
Chronicle of Higher Education, v37 n4 pA1,32 Sep 26 1990

The key difference between federal and state programs is that most state programs require student borrowers and cosigners to prove good credit risks, reducing loan default and making the programs politically acceptable.
