Macro-indicators on the conditions of Ontario universities and supporting data that might be used to generate such indicators were developed, and analyses of both indicators and data were undertaken. Overall objectives were as follows: (1) to measure the real resources available to the Ontario university system as a function of the volume of activity over time; (2) to compare trends in the resources made available in other jurisdictions and to other provincially funded activities; and (3) to measure the changes in resource distribution within institutions, using data comparable between institutions. The following macro-indicators are examined: ratios of operating revenue to eligible full-time equivalent (FTE) enrollment and basic income units (BIU); ratios of research expenditures to full-time faculty; percentage distribution of operating expenditures; and interprovincial comparisons. To provide additional information, analyses are presented on the following areas: percentage of operating revenues by source of revenue; ratios of nonsalary operating expenditures to eligible FTE enrollment; ratios of research expenditures to operating expenditures; ratios of BIU's to eligible FTE enrollment; and student/faculty ratios. Appendices include derived system data that were used in development of the indicators and a glossary of terms and definitions. The supporting data are provided in a separate document. (SW)
