The purpose of this study was to (a) determine the frequency of prior dismissal or reassignment as site administrators as experienced by sitting California school district superintendents, (b) determine the opinions of California district superintendents about the lack of due process rights of school site administrators about support systems and due process as important aspects of the dismissal and or reassignment process particularly those related to risks taken by principals in their everyday work, (c) determine if there is consistency or change in the opinions about due process rights by district superintendents over time, and (d) determine what parts of that experience reflected the intent or spirit of the substantive due process protocol for sitting superintendents who experienced dismissal or demotion as site administrators. The results of a 14 question survey suggest that sitting superintendents who have been site administrators have a low incidence of experience with substantive due process. Although the majority of respondents had received some form of administrative support as site administrators, there was no indication that the support was comprehensive and that the most effective types of support were the ones that had the lowest reporting rates. Substantive due process inconsistencies in the Ed Code were revealing in several ways. The data also suggests that there are important gaps in response to survey questions. An item analysis shows that in addition to the seven respondents who acknowledged dismissal or demotion there, another 8 to 20 superintendents did not respond to this item. This suggests that there is some hesitancy or fear in acknowledging having experienced dismissal, demotion or reassignment as a California public school administrator.
