Building a Network of Services: 1963-1971. Final Report: Greater Cleveland Mental Retardation Development Project.

The final report documents the Greater Cleveland Mental Retardation Development Project, a 5-year demonstration project concerned with solving such problems as how a community can provide all the services and programs needed by the retarded and their families, ensure successful and appropriate employment, and staff and finance such programs. Conducted in four counties, the Project was concerned with five major areas of activity: vocational rehabilitation, education, recreation, clinical services, and residential care, with the primary purpose being the development of vocational rehabilitation and closely related services. The report covers pre-project beginnings (1963-4), the Planning Project (1965), and the Development Project (1966-70), specifying how both conventional and innovative community organization methods made possible achievement of improved vocational rehabilitation services as part of an improved total community network of services. Aspects of the Project detailed include designing and staffing, data gathering and information sharing, vocational habilitation activities, residential care activities, building organizational structure (direct service agencies, advocacy agencies, multi-organizational planning and coordination agencies), and development of services in the more rural eastern counties.
