The document contains proceedings of a conference on consumer interests. The proceedings are proposed for those who attended the conference and other interested professionals. The major purpose of these proceedings is to stimulate thought and discussion regarding consumer issues. The first general session focuses on consumer representation. Three papers examine government and business reactions to the consumer movement. One paper describes recent legislative and consumer group efforts to help consumers become better informed, more efficient, and more satisfied. Two papers present issues related to prices, regulation, and energy and two papers focus on the economics of medical expense insurance and rights of the disabled. The second general session examines consumer and industrial views of liability. Concurrent meetings at the third general session focus on (1) the American Council on Consumer Interests; (2) national telecommunications; (3) federal consumer programs and safety standards; (4) consumer complaints; and (5) a market simulation to teach consumer skills to children. The fourth session examines credit issues, including the consumer side of revolving credit and the effect of debt on household welfare. The closing session concentrates on a framework for consumer policy analysis and a sociological theory of consumerism. The theory suggests that there are six major determinants of consumerism and that interaction between these factors results in a particular consumer movement.
