An Experimental Model for Analyzing Strategies for Financing Higher Education in New York State.

Described is an experimental, quantitative model developed by the New York State Education Department to evaluate state-level financing strategies for higher education. It can be used to address a variety of questions and takes into account a host of direct and indirect relationships. It uses computer software and optimization algorithms developed by the National Center for Higher Education Management Systems, and was part of the pilot test activities of that organization's State Planning Systems. The model is not expected to become an operational tool in the near future, but will continue to be refined. (Author/MSE)
