Provider Services Network Project. Draft Final Report.

This draft report on the development and testing of a child care Provider Services Network (PSN) model in Santa Clara County, California, includes a handbook (Manual to Optimize a PSN) designed to provide the State Department of Education and regional or local child care coordinating agencies with information needed to develop PSN optimization projects in other counties. (Santa Clara County had 25,000 children in licensed child care and 5,000 in unlicensed, with 2,000 licensed family day care homes and over 350 child care centers.) Project description, findings and recommendations accompanying the manual cover PSN goals and functions and emphasize State Department of Education encouragement of local responsiblity for directing change efforts. The first section of the manual describes: the Santa Clara PSN; the existing interrelationships among child care providers and the individuals and organizations providing them with resources; four component roles in the PSN model (providers, resource agents, facilitators and network managers); and strategies for optimizing a PSN involving use of organizational assistance, demonstration and pilot programs, training and technical assistance, research and policy analysis, and public education. The manual's second section deals with the necessity for a change agent, and the third section discusses the optimization process. (BF)
