Proposes an educational campaign that: (1) provides opportunities for citizens to learn about facts and issues relating to nuclear war; (2) stimulates the search for national security policies likely to lead to nuclear war; and (3) generates a political will to initiate social changes that eliminate threats of nuclear war.
