The work-education goals of the People's Republic of China, which are to expand educational opportunity, economic development, and value transformations, are presented first in a 1982 paper and then in a literature update of the paper. Since the death of Mao Tse-tung in 1976, educational policy has focused less on revolutionary committees and tempering intellectual arrogance with work and has emphasized modernity of China's economy. The combination of work and study, however, is still part of the educational emphasis. Although the amount of time devoted to manual work varies, all Chinese students are expected to participate in labor activities, either in factory workshops and agricultural plots on school grounds, in affiliated factories and agricultural communes, or in city factories which operate their own high schools and universities. All educational levels teach basic literacy and quantitative skills, problem solving, an understanding of the problems of production and social life, and a personal commitment to solving these problems.
