Public libraries that engage and employ teenagers can realize mutual benefits, including meaningful activities for young people and strengthened ties between libraries and their communities. This report summarizes both the potential benefits and challenges learned from Wallace's Public Libraries as Partners in Youth Development initiative. The report describes the initiative's progress from October 1999 through March 2001 in three areas: program implementation, youth participation, and community partnerships. Library staff, youth-development advocates, policymakers and others can use its insights to generate support for programs that foster constructive relationships between teenagers and their local libraries. This summary is based on the report from Chapin Hall Center for Children's four-year evaluation of the Initiative. The purpose of the evaluation was not to assess individual sites, but rather to derive lessons from the Initiative that are relevant to the library field as a whole. The evaluation focused on identifying which types of youth programs and implementation strategies were more or less effective in engaging youth and furthering the broad goals of the Initiative; the costs of developmentally enriching youth employment programs for public libraries and how they might be financed; the most important benefits of the Initiative for youth, libraries, and communities; and the lessons of the Initiative regarding the capacity of public libraries to provide services, programs, and jobs that meet the developmental needs of youth.
