Even though lawmakers in India don't seem likely to pass any laws that would enable foreign universities to set up shop in India anytime soon, opportunities still abound for institutions of higher learning in the United States to collaborate with their Indian counterparts and to engage and recruit students in India as well. That's the consensus being reached by a growing number of higher education leaders in the United States as the governments of both nations seek to strengthen their strategic ties and make post-secondary degrees a more common feature among their respective populaces by 2020. An example of such an opportunity is a joint center that Rutgers University launched in the fall with Tata Institute of Social Sciences (TISS) located in Mumbai and considered one of India's leading institutes of higher learning. The center was launched officially at the US-India Higher Education Summit held at Georgetown University in October. The joint center will focus on applied research, education and training programs that involve student exchange, development of dual degree programs, and short courses for continuing and executive education. The joint center also will focus on capacity building to enhance governance and capabilities of India's education and training institutions through research fellowships for new and prospective Indian faculty members, administrators and higher education policymakers. Another area of opportunity lies in helping India cultivate the estimated 1 million new faculty members that it will need for its college and universities if it is to meet the government's goal to offer a higher education seat to 20 percent of all of India's youth by 2020.
