The focus of this Executive Position Paper (EPP) is school improvement through the development and implementation a comprehensive, research-based, intervention plan for Millsboro Middle School (MMS) in the Indian River School District (IRSD). Studies conducted for this EPP began with an informal investigation of MMS data that included the Delaware State Testing Program (DSTP) and report card and classroom data. The information led to closer evaluation of formative assessment practices at MMS and resulted in a review of the literature on formative assessment. This EPP presents two strands of work. The first strand developed administrators, teachers and students in addressing the problems at MMS.
