Rhetorical Strategies as a Variable of Attaining Compliance in an Organization which Lacks Formal Authority: A Case Study.

This study examines the following question: Under what circumstances, for what purposes, and in what forms does the head of the state and federal liaison services of the intermediate administrative unit studied employ rhetorical strategies to gain compliance from his associates? This document presents information on the justification for the study, the intermediate unit studied, the author's internship with the unit, and the author's methodology before presenting seven case observations. In the case observations, the author examines the goals of the speaker in the given case and how these goals concord with organizational goals; the nature of the target audiences; the speaker's oral behavior, showing particularly how he altered such things as his style, content, and delivery to meet situational needs; and the author's assessment of whether the speaker adapted consciously or unconsciously to the audience and situation. This document should be regarded as an exploratory study seeking to describe and understand persuasive talk used in a set of conditions peculiar to the type of voluntary organization the intermediate unit typifies.
