The report summarizes: (1) 1988 program data for state Protection and Advocacy Systems for persons with developmental disabilities and persons with mental illness, and (2) 1988 program data for Client Assistance Programs. The data are derived from reports from 56 states and territories. In addition to nationwide data totals, each state's statistical program data are included. For the program dealing with persons with developmental disabilities, the data focus on numbers of clients served, numbers of individuals served by class actions, client living arrangements, types of disabilities, functional limitations, case problem areas, and remedies to problems. For the program dealing with persons with mental illness, the data cover ethnic background of clients, client living arrangements, alleged/reported abuse and neglect, intervention strategies, protection of rights cases, and advisory council membership. For the client assistance program, the data focus on agency workload, types of individuals served, problem areas, and types of services provided. Graphic exhibits of the data and selected examples from state narrative reports describing activities and accomplishments of individual programs are also included.
